


State Rep. Mike Harris this month led House passage of his plan to increase criminal penalties for cargo theft in Michigan, responding to a surge in organized theft tied to increased gang activity.
“International criminal networks have identified Michigan as a prime target for cargo theft, and law enforcement needs stronger tools to fight back,” said Harris, R-Waterford. “This plan increases penalties for cargo theft so we can bring the full force of our justice system against anyone targeting Michigan businesses or consumers.”
Business and law enforcement officials in Michigan have reported a rise in cargo theft activity, including thefts from rail cars and storage facilities. These crimes cause millions of dollars in losses each year. Wayne County and Detroit in particular have seen an uptick in cargo theft, specifically criminal activity tied to international gangs.
Harris joined state Rep. Steve Frisbie, R-Battle Creek, in introducing House Bills 5125 and 5126, which establish enhanced criminal penalties for cargo theft. Under the plan, anyone convicted of cargo theft could face an additional prison sentence of up to 10 years.
“Cargo theft isn’t a crime of opportunity,” Harris said. “Breaking into rail cars or shipping containers to steal vehicles or high-value goods requires planning, coordination, and organized criminal support. Treating these crimes the same as ordinary theft fails to recognize their scale and complexity.”
The legislation, which passed the House with significant bipartisan support, now moves to the Senate for further consideration.
